FRESNO, Calif. (KSEE/KGPE) - A little-known part of California's vehicle code gives doctors the legal right to break speeding laws - so long as they are responding to an emergency.Vehicle Code 21058 allows a physician responding to an emergency call to be exempt from some of the laws governing speed limits.According to the California Medical Association, the exemption only applies when traveling to emergencies, when driving on freeways - and does not allow the driver to ignore other traffic rules (such as stop signs or HOV lanes). The doctor exemption also does not allow them to be unsafe on the roads - even when speeding. The second part of the law even clarifies that a doctor using this permission without due consideration for the end result will be held responsible. SAN DIEGO (AP) — This kind of thing doesn’t happen much in San Diego. As Padres owner Peter Seidler walked on stage for a panel discussion at FanFest on a brilliant Saturday afternoon in February, chants of “Peter! Peter! Peter!” rose up from the crowd of several thousand fans jammed into a grassy park just beyond center field at Petco Park. The most eagerly anticipated season in Padres history starts Thursday and it’s not a stretch to say that Seidler is as beloved as the superstar quartet of Manny Machado, Juan Soto, Fernando Tatis Jr. and Xander Bogaerts. After all, Seidler’s the guy who’s going to be writing the massive checks at least three of those players, and maybe all four, will be cashing into the next decade.“It was a thrill just to be there,” said Seidler, an aw-shucks kind of guy who wants nothing more than to bring San Diego its first World Series title. “When your players are good, I guess, it flows to people like me. But it really was all about the players.”Seidl...Temple’s 1st Black president resigns amid safety concerns

PHILADELPHIA (AP) — Jason Wingard, the first Black president at Temple University, is resigning after a tumultuous tenure of less than two years and amid a surge of violence that has affected the north Philadelphia campus. The university announced Tuesday evening that the board of trustees had accepted Wingard’s resignation, which takes effect Friday, and lauded him for what it called significant contributions to the university’s mission.“Given the urgent matters now facing the university, particularly campus safety, the board and the administration will ensure the highest level of focus on these serious issues,” the announcement said. “We understand that a concerted and sustained effort must be undertaken as we attempt to solve these problems.”Officials said “a small group of senior Temple leaders” would be designated to guide the university while another president is being sought. “This group will have many years of experience at Temple and devotion to its mission...NCAA takes seat on bench in the political game

The NCAA has taken a seat on the bench in the political game. The organization that governs college athletics was once at the forefront of hot-button issues such as the Confederate flag and transgender rights. But that stance evolved quickly as one Republican-controlled state after another rushed to pass laws that supporters hail as a war on “wokeness,” even as critics deride them as exclusionary and a step backward in human decency. The NCAA’s new approach came into sharper focus during March Madness as Texas — which has largely banned abortion and was debating a host of proposals that would limit gay and transgender rights — prepares to host both the men’s and women’s Final Four this weekend.Nary a word has been spoken about moving these events out of Houston and Dallas.“It’s just an extraordinary time, which requires extraordinary courage, an uncommon courage,” said Ricardo Martinez, the CEO of Equality Texas. “I’m disappointed that the NCAA is not bein...Attack on mail carrier in Lakewood similar to others across country
